NATIONAL WEEDS STRATEGY EXECUTIVE COMMITTEE

Terms of reference



Plan, co-ordinate and monitor the implementation of the National Weeds Strategy, and advise SCARM, SCC and SCF on progress. In particular, to:

  1. provide guidance, direction and policy advice for the NWS Project Manager;
  2. plan and facilitate action on the following key issues:
    1. development of the process for determining weeds of National Significance and implementation of appropriate action;
    2. development of procedures to identify, evaluate, register and monitor new weeds and weeds with potential to establish in new regions;
    3. identification of anomalies in legislation between States and the adoption of appropriate legislation and administrative solutions;
    4. determine priorities for increased research and the adoption of integrated weed management systems, and implement action; and
    5. the development of Codes of Practice for importers of plant breeding material for evaluating the weed potential of plants.

  3. Make recommendations to SCARM, SCC and SCF, as appropriate, on any or all of the above matters.

Membership

  • Standing Committee on Conservation (2)
  • Standing Committee on Agriculture and Resource Management (2)
  • Standing Committee on Forestry (2)
  • Australian Weeds Committee (1)

with relevant Commonwealth agencies able to send observers, and the power to invite or co-opt additional non voting persons as required.

Selection of Chairperson

By rotation (two year appointments) from the Standing Committees, with the initial appointment from SCARM – same State as provides the AWC Chairperson.

Timetable and Reporting

SCARM has agreed to the appointment of a NWS Project Manager for 3 years, together with the associated budget. The NWS Executive Committee shall provide a report annually to SCARM, SCC and SCF at their first meetings in 1998, 1999 and 2000, on progress with implementation of the National Weeds Strategy, the Project Manager's Work Program and budget expenditure.
